Guildhall, a leading recruitment agency in Dubai, are representing our esteemed client who our a leading Construction holding group based in Dubai. They are now looking for a Recruitment Manager who leads the Group’s talent acquisition function across all entities, focusing on senior management, engineering, project-based, and construction roles.
The role leverages the latest recruitment trends, digital tools, and data-driven methods to attract high-calibre talent. It ensures strategic sourcing, employer branding, and efficient hiring processes aligned
with business needs.
Key Responsibilities
Talent Acquisition Strategy
• Develop and execute the Group’s talent acquisition strategy aligned with business and
manpower plans.
• Utilize modern recruitment innovations including AI-enabled sourcing, talent intelligence
platforms, and data-driven hiring tools.
• Partner with business leaders to understand staffing needs across engineering, construction,
landscaping, production and corporate units.
• Build hiring strategies for senior roles, engineers, QS, HSE, PM, and other technical positions.
• Establish long-term pipelines for hard-to-fill and specialist roles.
Recruitment Operations
• Manage full recruitment lifecycle ensuring quality and timely hiring.
• Conduct competency-based and behaviour interviews for senior and technical roles.
• Implement modern assessment methods such as digital screenings, automated testing, and
video interviews.
• Ensure recruitment SLAs, compliance, and standardized hiring processes.
Sourcing & Talent Pipeline Development
• Use AI sourcing, social recruiting, micro-targeting, passive talent mapping, and digital talent
pools.
• Build partnerships with universities, technical institutes, and engineering organizations.
• Maintain active talent pools for senior leaders, engineers, and construction specialists.
• Strengthen the employer brand through digital campaigns and social media presence.
• Lead recruitment marketing, video job ads, and employee ambassador initiatives.
• Represent the company at industry events and career fairs.
Stakeholder & Vendor Management
• Partner with hiring managers to deliver staffing goals across all entities.
• Manage executive search firms, engineering recruiters, and external agencies.
• Provide hiring progress updates and talent market insights to leadership. Systems, Reporting & Compliance
• Oversee Application tracking system (ATS) performance and automation of recruitment
workflows.
• Generate recruitment dashboards: time-to-fill, quality of hire, offer acceptance, vacancy
ageing.
• Ensure compliance with UAE Labour Law, MOHRE, immigration, and Group policies.
Team Leadership & Development
• Lead and mentor a team of recruiters and coordinators.
• Train hiring managers on interviewing and selection best practices.
• Drive digital adoption and continuous improvement within the recruitment team.
Qualifications & Experience
• Bachelor’s degree in HR, Engineering, Business, or related field.
• 8–12 years of recruitment experience, with 5+ years in managerial roles within construction
or engineering sectors.
• Proven success hiring senior leadership, technical specialists, and construction professionals.
• Strong knowledge of modern sourcing tools, AI talent platforms, and digital recruitment
trends.
• Understanding of UAE Labour Law, visa processes, and recruitment compliance. Core Competencies
