Role Overview
The Senior Property Manager is responsible for the strategic sourcing, administration, compliance, and performance management of all leased properties across the UAE, with a strong emphasis on labour camps and workforce accommodation. The role ensures full compliance with UAE laws, municipal regulations, and MOL/ICA requirements, while optimising cost, operational efficiency, and living standards.
Key Responsibilities
- Leasing strategy & portfolio management: source and secure leased assets (camps, offices, warehouses, yards), lead negotiations, manage renewals/exits/consolidations, maintain a lease register with critical dates and obligations.
- Labour accommodation (core focus): oversee end-to-end camp management, ensure welfare/occupancy/hygiene standards, coordinate inspections/audits and corrective actions with HR/HSE/Operations.
- Regulatory compliance & governance: ensure compliance with municipality and Civil Defense requirements, tenancy registration systems (Ejari/Tawtheeq/Tawathi or equivalent), camp licensing/classification; manage authority inspections and close non-compliance notices.
- Contracts & administration: manage property-related contracts (leases, FM, utilities, security, cleaning, waste), validate billing/service charges, manage disputes, handovers/mobilisations/demobilisations/closures, keep audit-ready records.
- FM/service oversight: oversee third-party FM providers, track KPIs/SLAs, coordinate maintenance and corrective works, ensure uninterrupted utilities/services.
- Budgeting & cost control: prepare/manage budgets, track lease liabilities and operating costs, deliver savings initiatives without compromising compliance/welfare, support finance reporting/forecasting.
- Stakeholder management: primary internal POC for HR, HSE, Operations/Projects, Finance/Legal; manage landlords, authorities, FM and utility providers.
Requirements
- Bachelor’s degree in Property Management, Real Estate, Engineering, Facilities Management, or related field
- 10–15 years’ experience in property or facilities management within the UAE
- Strong experience managing labour camps / workforce accommodation (mandatory)
- Proven experience managing leased portfolios (no owned assets)
- Deep understanding of UAE regulatory frameworks
