We are recruiting a seasoned HSE Manager to lead health, safety, and environmental management for a major High-Speed Rail project in the UAE. This position requires extensive rail infrastructure experience and a proven track record in managing HSE in complex, large-scale construction environments.

- Develop and implement comprehensive HSE management systems for all project activities including civil works, stations, tunnels, bridges, and track installation
- Ensure full compliance with UAE HSE regulations, client requirements, and international standards
- Lead HSE team in conducting risk assessments, safety inspections, and incident investigations
- Coordinate HSE activities across joint venture partners and subcontractors
- Develop and deliver HSE training programs and toolbox talks for all project personnel
- Monitor and report on HSE performance metrics, KPIs, and lead/lag indicators
- Manage environmental compliance including waste management, pollution control, and environmental monitoring
- Interface with regulatory authorities, clients, and third-party HSE consultants
- Conduct HSE audits and implement continuous improvement initiatives
- Oversee emergency response planning and crisis management procedures
- Bachelor's degree in Occupational Health & Safety, Engineering, or related field
- Minimum 15 years of HSE management experience, with at least 10 years in rail infrastructure projects (high-speed rail, metro, or conventional rail)
- Extensive experience in tunnel and bridge construction HSE management
- Experience working on construction projects in the UAE or GCC region strongly preferred
- Proven track record managing HSE in joint venture (JV) project environments
- Professional HSE certifications (NEBOSH International Diploma, IOSH, or equivalent)
- In-depth knowledge of UAE HSE regulations and international standards (ISO 45001, ISO 14001)
- Experience with design-build contracts and managing HSE during all project phases
- Advanced HSE qualifications or Master's degree
- High-speed rail project experience
- Metro or light rail construction HSE experience
- Chartered Safety Professional or equivalent designation
