QAQC Manager - HSR

We are seeking an experienced QAQC Manager to oversee quality assurance and quality control activities for a major High-Speed Rail project in the UAE. This is a critical role ensuring the highest standards of quality across civil works, stations, tunnels, and bridge construction.

Key Responsibilities

• Develop, implement, and manage comprehensive QA/QC programs for all civil works including stations, tunnels, viaducts, and track infrastructure
• Ensure compliance with project specifications, international standards, and UAE regulatory requirements
• Lead QA/QC team in conducting inspections, testing, and documentation throughout all construction phases
• Coordinate quality control activities with joint venture partners and subcontractors
• Review and approve method statements, inspection and test plans (ITPs), and quality procedures
• Manage non-conformance reports (NCRs) and implement corrective/preventive actions
• Interface with clients, consultants, and third-party inspectors on quality matters
• Conduct internal audits and prepare quality reports for management and stakeholders
• Ensure all materials, workmanship, and installations meet design specifications and quality standards

Required Qualifications & Experience

• Bachelor's degree in Civil Engineering or related field
• Minimum 15 years of experience in QA/QC management, with at least 10 years in rail projects (high-speed rail, metro, or conventional rail)
• Proven experience in tunnel and bridge construction QA/QC
• Experience working on projects in the UAE or GCC region highly preferred
• Demonstrated experience managing quality in joint venture (JV) project environments
• Strong knowledge of international quality standards (ISO 9001, railway-specific standards)
• Experience with design-build contract delivery
• Proficiency in QA/QC documentation systems and quality management software

Preferred Qualifications

• Advanced degree or professional certifications (CQE, CQM, Lead Auditor)
• Experience with high-speed rail projects 
• Familiarity with UAE municipalities and regulatory approval processes
• Metro/light rail project experience
• Multilingual capabilities
