Guildhall is seeking a seasoned Lead Technical Coordinator to join a high-profile Road Operation and Maintenance Framework Project based in Doha, Qatar. This role is ideal for a senior-level professional with extensive experience in performance-based contracting (PBC), asset management, and technical coordination on large-scale infrastructure projects, preferably in the MENA region or similar international settings.


Key Responsibilities:
  • Lead and manage framework projects with a focus on road O&M and performance-based contracts (PBC), including SLA/KPI-driven payment models.
  • Oversee technical coordination, approvals, and communication with clients/owners, including participation in technical meetings.
  • Apply expertise in asset management strategies, policies, and plans, including life cycle maintenance, investment planning, risk-based approaches, and prioritization.
  • Utilize relevant systems and tools such as Maximo, Infor EAMS, ArcGIS, BIM, and QEAM, in line with Qatar Construction Specifications (QCS).- 
  • Provide leadership in asset management at a strategic level, with proficiency in ISO 55000 standards and audits.
  • Manage multi-project frameworks, ensuring compliance, quality, and delivery of technical plans and road asset management.
  • Support capability development through training and knowledge sharing.

Job Qualifications:
  • Bachelor’s degree in Engineering/Science/Arts (MOFA-stamped translation if required in Qatar).
  • Minimum 10 years’ experience, including 5 years in a Lead Technical Coordinator or equivalent role.
  • Proven international and MENA experience in projects of similar size and nature.
  • Strong technical and management competencies, with experience in performance-based contracts and asset management systems.
  • Fluent in written and spoken English.
  • Professional and academic credentials (degrees, certificates, experience letters) must be WHED-recognized and translated if not in English.
