Guildhall is recruiting a HR General & Deputy General Manager of HR Group for a leading oil and gas company in MENA region. The ideal candidate will possess a strong understanding of laws, regulations, and policies related to contract management, salary systems, employment mechanisms, insurance, benefits, and training at the national, regional, and corporate levels.

Responsibilities:
1. Develop the group's talent strategy in line with corporate objectives and create medium- and long-term HR development plans.
2. Establish and improve the HR management system, and formulate and implement HR policies, including recruitment, training, performance evaluation, compensation, and employee development;
3. Lead the development and implementation of the group's global talent transformation plan, including the design and adjustment of suitable organizational structures.
4. Manage employee hiring, training, promotion, and transfers within the group's authorized scope. Organize and implement social and campus recruitment, excel in identifying and selecting mid-to-senior-level talent, and enhance the company's talent pipeline and succession planning.
5. Build the group's competency model and talent selection standards, and establish HR management systems (including policies, work standards) and authorization frameworks.
6. Guide labor and employment management in all subsidiaries of the group and provide solutions to labor disputes.
7. Assist the HR General Manager in managing training programs, organizing customized training plans, and tracking feedback and reporting on implementation. Design and implement training plans for employees at various levels based on the company's development needs, and evaluate training effectiveness.

Qualifications:
1. Master's degree or above in Human Resource Management or related fields;
2. More than 5 years of relevant work experience, including over 3 years as an HR and Administration Manager.
3. Systematic understanding and extensive practical experience in global enterprise HR management models.
4. In-depth knowledge of all HR functional modules and the ability to guide the work of each module.
5. Familiarity with laws, regulations, and policies regarding contract management, salary systems, employment mechanisms, insurance, benefits, and training at national, regional, and corporate levels.
6. Strategic and tactical thinking, with strong organizational, coordination, and communication skills, as well as the ability to handle pressure. Strong written and verbal communication skills, excellent interpersonal skills, and the ability to guide subordinates. Proficient in computer and work-related software.
7. Proficiency in English as a working language, willingness to accept global assignments, and a strong desire to work overseas.
8. Strong physical fitness; prior experience in the petroleum industry is preferred.
